Guy troubles will someone please help?!?

Ok theres this guy and ive known him for two years and i really really like him. We've talked on the phone a few times andd he knows i like him, he says he likes me back. hes even said he loves me a few times and i say it back because i do. We've never gone out and he says we will. But hes always going out with some other girls. i mean he comes to me to talk about stuff and to get advice. Im just so confused, i dont know if he really means anything he saying or if hes just saying it. Me and his little sister are the best of friends. and she tells him(not infront of me) that he needs to stop messin with those girls and to just go out with me. He has a good heart because some of the girls do him wrong and it hurts him. i just know i wouldnt do that. any advice on what to do?
