What percentage of the America public are rude, arrogant, and have no decency?

Yesterday at my job I saw a lady returning a wagon that she used to her daughter in around the amusement park. Apparently sometime during the day her daughter (5-8 years old is my guess) won a stuff animal prize from a game. Then at the very end of the day I noticed the girl's stuff animal was gone because someone stole it while they were on a ride. Whoever did that is very cold hearted and meets the criteria for my question.
