Can my cousin be a surrogate for me?

I had to have a hysterectomy 2 yrs ago, my cousin has offered to be a surrogate for me, she will have two children of her own by the time we go through with this, I am a single woman, and wish to remain that way. Will it be possible for her to be my surrogate, and will I be able to adopt the baby after she gives birth?
